Consent-order termination removes the compliance expense wedge, the October 2027 stress-buffer reset plus Endgame relief frees capital, and Banamex deconsolidation strips low-return equity — three independent levers pulling toward 15% by 2029 rather than 2031. The overlooked evidence is directional: the SCB step-down to 3.3% and roughly 6% net Endgame capital relief are deferred, not denied [10][11], and together they fund the $30bn authorization without earnings retention. What the market also under-weights is the offset Citi itself disclosed — repurchases at 1.31x tangible book now dilute TBVPS [1]. Net, the price pays for 11%-13% ; it does not yet pay for capital release plus Banamex deconsolidation arriving together.
