Bull case

The bull case activates when the memory cycle turns while oil stays expensive. Falling and DRAM contract prices shrink the surplus, exporter conversion thins, and the pension fund plus retail buyers of US equities become marginal price-setters rather than passive absorbers. A Fed held above four percent by energy-driven inflation restores the carry gap, foreign investors trim Korean equities as in February 2026, and USD/KRW retraces toward 1,500-1,550 where hedging resumption caps it.

Bear case

The bear case activates if the Fed is forced into rapid cuts while Seoul stays restrictive. A US slowdown inverts the policy gap in Korea's favour, the chip surplus persists through 2028, and MSCI developed-market reclassification plus WGBI bond inflows add mechanical passive demand for won assets. The National Pension Service then rebuilds hedges rather than buying dollars, converting the largest structural dollar bid into a won bid, and USD/KRW breaks 1,250 toward 1,180.

Current crowd narrative

The settled belief: Korea's chip windfall has structurally re-rated the won. Desks extrapolate July's $42.08 billion monthly surplus and the BOK's $450 billion annual forecast into sub-1,300 targets, treating back-to-back BOK hikes and the MSCI upgrade campaign as confirmation. Alpha-gap assessment

The crowd underestimates USD/KRW because it overestimates how much of Korea's surplus actually becomes won. Chip receipts are a price artefact of an cycle, and the overlooked counterparty is the National Pension Service, whose September 7 hedging halt flipped a $530 billion portfolio from won-buyer to dollar-buyer within a single session [12][13]. Add twenty billion dollars of annual treaty-mandated outflows and the pair looks underpriced against consensus paths below 1,300.

Convergence catalyst

Watch for the first month when a record export print fails to strengthen the won. That divergence — likely during 2028 as DRAM and contract prices roll over and the first sizeable $350 billion tranches are disbursed — exposes conversion leakage and repricing begins at the 1,300 handle.
